From 14 to 27: The shifting borders of West Bengal
In short: A state defined by extreme geography—from the Himalayas to the Bay of Bengal—is undergoing a massive administrative metamorphosis. Once a collection of 14 districts at independence, West Bengal is rapidly expanding its map through reorganization and new creations.
The administrative map of West Bengal has been in constant flux since the partition of 1947. At the time of Indian independence, the state comprised only 14 districts. The boundaries expanded significantly through various political shifts: the princely state of Koch Bihar joined in 1950, and the former French enclave of Chandannagore became part of the Hooghly district in 1954. The 1956 States Reorganisation Act also introduced the Purulia district and enlarged West Dinajpur. The state's borders are also shaped by international neighbors, including Nepal, Bhutan, and Bangladesh. This complex geography is further defined by the river Ganga and its main distributary, the Hooghly.
In recent decades, the trend has moved toward bifurcation—splitting large districts into smaller, more manageable units. Notable examples include the 1986 split of 24 Parganas into North and South, the 1992 division of West Dinajpur, and the 2002 bifurcation of Midnapore. More recent additions include Alipurduar in 2014, and the 2017 creation of Kalimpong, Jhargram, and the split of Bardhaman into Purba and Paschim Bardhaman. The administrative landscape is also shaped by the Tropic of Cancer, which traverses five specific districts. Furthermore, the state's unique geography allows it to host both snowy Himalayan peaks and coastal beaches.
The most recent transformation arrived during the 2026-27 Budget's Badal Session. On 22 June 2026, Finance Minister Shri Swapan Dasgupta announced the creation of five new districts: Kolkata (via reorganization), Basirhat, Sundarban, Jangipur, and Arambagh. This brings the total count to 27 districts organized into five administrative divisions. While a 2022 cabinet proposal suggested expanding the state to 30 districts, the 27-district structure remains the current reality as of 2026. The proposed Kolkata district may eventually incorporate municipal areas like Bidhannagar and Maheshtala. Additionally, the new Sundarban district is expected to encompass the Canning and Kakdwip sub-divisions.
