How a Chinese oil hub became a global powerhouse for rubber tire production
In short: Established in 1983 to develop the Yellow River Delta and the massive Shengli Oilfield, Dongying has evolved far beyond its energy roots. Today, this prefecture-level city is a critical node in the global manufacturing economy, serving as a dominant force in the international tire industry and attracting significant foreign investment.
Dongying, located on the northern coast of Shandong province, was officially established as a city in 1983. Its origins are deeply tied to the Shengli Oilfield, the second largest in China, which provided the industrial foundation for the region's rapid development. The city's name itself carries historical weight, referencing military camps established during the Tang Dynasty's Eastern Expedition. By the 1960s, the area had become a focal point for petroleum exploration, eventually leading to its formal administrative status.
While petroleum and petrochemistry remain central to its economy, Dongying has successfully diversified into a wide array of sectors, including machinery, electronics, and textiles. Most notably, the city has emerged as a world-leading producer of rubber tires. In the 2023 ERJ Global Tire Ranking, seven companies based in Dongying appeared on the list of the top 75 global manufacturers. This concentration of industry is part of a broader regional strength; Shandong province accounts for nearly 60% of China's listed tire companies, which collectively represent a significant portion of the global market.
The city's industrial growth has been bolstered by substantial infrastructure and foreign investment. In 2005, DuPont invested five billion yuan to construct a titanium dioxide factory in the area, marking the company's largest investment outside of the United States at the time. Beyond industry, Dongying invests heavily in human capital, hosting the China University of Petroleum and high-performing secondary institutions like the Shengli Oilfield No. 1 Middle School. Despite its industrial focus, the city also emphasizes cultural heritage, maintaining sites like the Sun Tzu Cultural Tourism Area, which was recognized as a national 4A level attraction in 2012.
