How a small coastal city became the engine room of China's economic miracle
In short: Rui'an, a historic city in Zhejiang province, transformed from an ancient center of machine production into a modern industrial powerhouse. By pioneering the Wenzhou Model of economic reform, it became a testing ground for market-driven growth, eventually ranking among China's top 100 cities for economic development and prosperity.
Rui'an’s history as a commercial hub stretches back to approximately 2000 BC, when it first gained recognition for its machine production. While the city has long been known for its relative wealth, its modern trajectory was fundamentally altered by the Reform and Opening Up policy. In 1987, the State Council designated Rui'an as a development zone, and by 1988, it was among the first counties opened to foreign direct investment. This period of transition allowed the city to experiment with new economic systems, including the household contract responsibility system, which incentivized local entrepreneurs to scale their industries and compete in broader markets.
These localized experiments coalesced into what is now known as the Wenzhou Model, a strategy that defined regional growth from the 1980s through the early 21st century. By encouraging cooperation between rural entrepreneurs and shareholders, Rui'an fostered a robust market economy that prioritized industrial output, particularly in plastics and auto accessories. This economic momentum was validated in 2005, when the city secured the 39th position in a national ranking of comprehensive economic strength among China’s top 100 counties and cities.
Today, Rui'an is a sprawling administrative region encompassing 49 towns and villages, with a population of 1,125,000. Its physical infrastructure has kept pace with its economic ambitions; the city is now connected by a network of highways, a 10,000-ton seaport, and the Wenzhou–Fuzhou railway. The recent launch of Rail Transit Line 2 in April 2023 further underscores its modernization. Beyond industry, the city is exploring its natural wealth, with ongoing efforts to prospect for crude oil and natural gas in the seabed near the Feiyunjiang estuary. This blend of historical legacy and aggressive modernization continues to position Rui'an as a significant player in the Chinese economy.
