Pakistan's hidden economy may be larger than its official, documented financial system
In short: While official statistics track Pakistan's formal sectors, a massive informal economy operates beneath the surface. Estimates suggest this unrecorded activity could exceed the country's documented GDP, complicating everything from taxation to national policy. Understanding this dual reality is essential to grasping the true scale of Pakistan's economic life.
Pakistan possesses a complex, developing mixed economy that has undergone significant structural shifts since its founding in 1947. Initially an agrarian-based nation where agriculture accounted for over 53% of GDP, the country transitioned through periods of nationalization in the 1970s and subsequent privatization in the 1990s. Today, it operates as a lower-middle-income country with a population exceeding 250 million, balancing a formal sector focused on textiles and agriculture with a vast, unrecorded informal economy.
The scale of this informal sector is striking. A 2023 analysis projected the informal economy at roughly US$457 billion, compared to a documented economy of US$340 billion. This shadow economy includes unregistered retail, construction, and small-scale manufacturing, which provide livelihoods for millions but remain outside the reach of formal regulation and taxation. Furthermore, household savings are often held in physical assets like gold, with estimates suggesting Pakistanis may hold between 3,000 and 5,000 tonnes of the metal, representing up to US$70 billion in wealth not captured by standard financial accounts.
Public finances face ongoing strain, characterized by a debt-to-GDP ratio between 70% and 80% as of 2026. Servicing this debt can consume two-thirds of government spending, a challenge exacerbated by the sustained depreciation of the Pakistani rupee. While the government has implemented reforms to reduce red tape and encourage formalization, poverty remains a persistent issue. A June 2025 World Bank report indicated that approximately 45% of the population lives below the poverty line, with extreme poverty rising significantly in recent years. Despite these hurdles, the country continues to pursue industrial diversification and fiscal discipline to stabilize its economic trajectory.
