In short: Fulton County is the most populous county in Georgia, but it operates unlike almost any other. By systematically incorporating nearly every inch of its land into cities, it became the first county in the state to suspend local municipal operations, shifting its entire identity to a regional service hub.

This unique structural evolution was driven by a 'cityhood movement' between 2005 and 2017. Residents in northern and southern regions historically clashed over taxation and service delivery, leading to a wave of municipalization. By 2017, fresh municipalities including Milton, Johns Creek, and the City of South Fulton emerged. By the time South Fulton incorporated, the county retained almost no unincorporated territory outside of a small industrial corridor, forcing it to suspend generalized local operations like municipal policing and zoning.

The county's history is marked by significant geographic and social shifts. Created in 1853 from DeKalb County and named for steamboat pioneer Robert Fulton, it was expanded in 1932 by annexing Milton and Campbell counties as an austerity measure during the Great Depression. This created its current 80-mile long shape along the Chattahoochee River. While the late 20th century saw the county become a cosmopolitan hub for global headquarters like Coca-Cola and Delta Air Lines, it also carries a heavy history of racial violence, including a record 24 lynchings in 1906 alone.

Today, Fulton County functions as a massive administrative engine with a $1.42 billion budget for fiscal year 2026. Because it no longer provides standard city services to most residents, its mandate is strictly regional: judicial administration, tax assessments, public health, and the Atlanta-Fulton Public Library System. Apart from two instances, this area has supported the Democratic presidential candidate in each vote since 1876, maintaining its political dominance.
