Ocean Sun: The Strategic Evolution of Vietnam’s Eastern Citadel City
In short: Positioned between Hanoi and the major port of Haiphong, Hải Dương has long served as a vital defensive and economic hub. Once known as the Eastern Citadel, this city has undergone significant administrative shifts, recently merging into a unified entity to streamline governance and bolster regional development in Northern Vietnam.
The name Hải Dương, which translates from Sino-Vietnamese as ocean sun, first appeared in official records in 1498. Historically, the term encompassed a vast region stretching from the outskirts of Hanoi to the coast. The city itself, established in 1804, was originally nicknamed Thành Đông, or eastern citadel, because it functioned as a defensive fortification protecting the capital. Over centuries, its role evolved from a feudal military outpost into a central node within the Northern Key Economic Zone.
Throughout the 20th century, the city experienced several administrative reclassifications. It served as the capital of the merged Hải Hưng Province between 1968 and 1996 before regaining its status as the capital of Hải Dương Province. By August 1997, it was officially designated as a city. Its geography is defined by the Red River Delta, with a branch of the Cái River dividing the urban center from its industrial and rural outskirts. This location provides excellent connectivity, supported by National Highways 5 and 18, as well as a railway line that links the province to the broader Northeast region.
In recent years, the region has prioritized administrative efficiency and economic competitiveness. Following a resolution passed by the Communist Party of Vietnam in April 2025, the province and Haiphong city were consolidated into a single administrative unit. This transition culminated on December 1, 2025, with the reorganization of the city into 28 newly consolidated administrative units. These changes aim to modernize governance and improve the local business environment, which has shown steady progress in recent years, particularly in areas like entry costs and legal order according to the 2023 Provincial Competitiveness Index.
