Ili Kazakh Autonomous Prefecture: A unique Chinese administrative anomaly on the Eurasian frontier
In short: Ili is the only prefecture-level division in China that governs other prefecture-level divisions. Nestled in the heart of Eurasia, this vast region shares a 2,019-kilometre border with three nations, serving as a critical commercial gateway and a historical crossroads where empires have collided for over two millennia.
Located in northern Xinjiang, the Ili Kazakh Autonomous Prefecture is a sprawling territory of 268,591 square kilometres. Its administrative structure is singular; it oversees the Altay and Tacheng Prefectures, a configuration that makes it a prefecture-level division with other prefecture-level divisions under its authority. While the term 'sub-provincial autonomous prefecture' is frequently used to describe this status, it is technically a misnomer with no legal basis in Chinese law.
The region's history is a layered chronicle of shifting powers. Inhabited by the Wusuns before the Qin dynasty, the area later fell under the control of the First Turkic Khaganate, the Dzungar Khanate, and eventually the Qing dynasty in 1755. The Qing established the Ili basin as their primary base in Xinjiang, building nine fortified towns, including Huiyuan Cheng, which served as the residence for the General of Ili. This strategic importance persisted through the 19th and 20th centuries, marked by the 1881 Treaty of Saint Petersburg and the 1912 Xinhai Revolution.
Today, Ili is a multi-ethnic hub home to 13 distinct groups, including Han, Kazakhs, and Uyghurs. Its geography is as varied as its demographics, featuring four distinct landforms ranging from high-altitude glaciers in the Altai and Tian Shan ranges to vast plains and deserts. As a vital node in modern trade, the prefecture leverages nine international ports of entry, such as Khorgas, to facilitate commerce with Europe and the Middle East. This role as a 'dry port' underscores its enduring significance as a bridge between the interior of China and the wider world.
