In short: Kalayaan, a municipality of just 406 people, sits on the front lines of complex international territorial disputes. While its residents live on islands with basic infrastructure like solar power and 4G internet, the surrounding waters are claimed by multiple nations, making this tiny community a focal point for global diplomacy.

Located in the West Philippine Sea, the Municipality of Kalayaan consists of seven islands and three reefs, with a total land area of approximately 79 hectares. The administrative center, Thitu Island, is home to the majority of the population and features an airstrip originally built in the 1970s. Since 2002, the island has transitioned from an exclusively military installation to a civilian settlement, now hosting a school, a clinic, and telecommunications facilities. Despite its small size, the municipality maintains an annual budget of 47 million pesos.

The history of the region is marked by shifting claims and international legal battles. While the Philippines traces its sovereignty to historical maps dating back to 1734, the area is also claimed by China, Malaysia, Taiwan, and Vietnam. In 1956, a private citizen named Tomás Cloma attempted to establish his own government on the islands, calling them the Free Territory of Freedomland, before eventually ceding his rights to the Philippine government in 1974. The municipality was formally created by presidential decree in 1978.

Tensions remain high as the Philippines continues to assert its presence through infrastructure development and maritime strategy. In 2016, an international arbitration ruling invalidated the dash-line claims used by China and Taiwan, though the ruling remains contested by several nations. Recent years have seen diplomatic friction, including the declaration of Chinese ambassadors as persona non grata by the local council, leading to travel restrictions on municipal officials. Looking ahead, local leaders are exploring the potential to expand civilian settlement to other islands like Nanshan and West York to further reinforce the country's administrative reach.
