The province named for 'headtaker' that successfully fought a massive dam project
In short: Kalinga, a landlocked Philippine province, derives its name from a term meaning fighter or headtaker. This warrior culture famously stood against the Marcos dictatorship in the 1970s to protect their ancestral lands from the Chico River Dam Project, a landmark struggle that remains a vital case study in indigenous rights.
Located in the Cordillera Administrative Region of Luzon, Kalinga was established as a province in 1995 following the partition of Kalinga-Apayao. Its history is defined by a fierce commitment to ancestral domain. In the 1970s, the Marcos administration proposed the Chico River Dam Project, which would have displaced approximately 100,000 indigenous people across Kalinga and Mountain Province. The project threatened not only livelihoods but sacred grounds where ancestors were buried.
The resistance became a flashpoint for conflict, leading to the deployment of three armed brigades to the region. In 1977, numerous protesters, including tribal leaders like Macli-ing Dulag and Lumbaya Aliga Gayudan, were incarcerated. The 1980 murder of Macli-ing Dulag served as a turning point; the subsequent public outcry forced the mainstream press to report on civilian arrests under Martial Law. This unified opposition eventually compelled the administration to abandon the dam project, cementing its status as a landmark case for indigenous land rights.
Today, Kalinga is a rapidly evolving province with a 2024 population of 235,391. While agriculture remains central—the province is known as the rice granary of the Cordillera—the economy has shifted toward services. Tourism, particularly centered on traditional tattoo artistry, has contributed to recent economic growth, with the province recording a 4 percent GDP increase in 2024. Despite these modern shifts, the province maintains a strong sense of tribal identity, which has historically helped its people preserve their culture against centuries of external occupation.
