In short: On July 17, 2014, Eric Garner was pinned to a sidewalk in Staten Island. As officers held him down, he repeated the same words eleven times: "I can't breathe." This moment, captured on video, would ignite nationwide protests and transform a desperate plea into a defining slogan for modern civil rights movements.

The confrontation began when NYPD officers approached 43-year-old Eric Garner on suspicion of selling single cigarettes without tax stamps. During the struggle, officer Daniel Pantaleo placed his arm around Garner's neck, a prohibited chokehold. While pinned face down on the sidewalk by multiple officers, Garner repeatedly stated, "I can't breathe," eleven times before losing consciousness.

A medical examiner ruled the death a homicide, attributing it to neck compression, chest compression, and prone positioning during physical restraint. While some reports initially suggested no damage to the windpipe or neckbones, an independent autopsy by Michael Baden found hemorrhaging around the neck, consistent with neck compression. Asthma, heart disease, and obesity were noted as contributing factors.

The legal and disciplinary aftermath spanned years. In December 2014, a grand jury declined to indict Pantaleo, sparking widespread demonstrations. While the U.S. Department of Justice declined to bring federal criminal charges in 2019, an administrative judge recommended Pantaleo's termination. He was eventually fired from the NYPD on August 19, 2019, more than five years after the incident.

The case highlighted deep tensions regarding police use of force and accountability. It was later revealed that Pantaleo had been the subject of seven misconduct investigations in the five years preceding the incident. The video of the encounter, filmed by bystander Ramsey Orta, became a focal point for protests against police brutality across the United States.
