The political shift from the 16th to the 11th district
In short: When the Pennsylvania Supreme Court redrew congressional boundaries in 2018, it fundamentally altered the political landscape for Representative Lloyd Smucker. By removing more Democratic-leaning areas and adding rural territory, the map transformed a competitive district into a stronghold for the Republican Party.
Lloyd Kenneth Smucker, a Republican born in 1964, has navigated a significant shift in his electoral geography. Originally representing Pennsylvania's 16th congressional district, Smucker's constituency was altered by a 2018 redistricting mandate from the Pennsylvania Supreme Court. This new configuration renumbered his seat as the 11th district, a change that significantly altered the district's demographic and political makeup.
The transition involved a strategic exchange of territory. The new 11th district lost portions of Chester and Berks counties—areas that had shown a Democratic trend in presidential elections, with John McCain carrying the old 16th by only 51% in 2008. To compensate for this population loss, the district shifted westward, absorbing much of the rural eastern portion of York County and a sliver of Lancaster County that was previously part of the 7th district.
This redistricting had profound implications for political competitiveness. While the old 16th district was subject to shifting margins, as seen with Mitt Romney's 52% victory in 2012 and Donald Trump's 51% in 2016, the new 11th is notably more rural and Republican. Analysts noted that had the 2016 boundaries applied to the new territory, Donald Trump would have secured over 60% of the vote, marking one of his strongest showings in the state.
Smucker's legislative record reflects these shifting boundaries and his party's platform. His voting history shows a 94% alignment with Donald Trump's positions during the Trump presidency, contrasted with a 14.3% alignment with Joe Biden's positions as of September 2021. His policy stances range from opposing federal education standards and greenhouse gas regulations to supporting the expansion of the federal death penalty.
