From International Gateway to Military Stronghold: The Evolution of Paya Lebar Air Base
In short: Before it became a restricted military installation, Paya Lebar was Singapore’s premier international airport. It hosted supersonic Concorde flights and served as a vital hub for regional aviation. Today, this historic site is preparing for a final transformation into a new residential town by 2030.
Constructed between 1952 and 1955 at a cost of approximately $37 million, Paya Lebar was designed by engineer J. J. Bryan to replace the aging Kallang Airport. It officially opened on 20 August 1955, quickly establishing itself as a bustling international gateway. By 1958, the facility had expanded to include a spacious civil terminal complete with banking, postal services, and restaurants. During its peak as a civilian hub, it served as the primary base for Malaysia-Singapore Airlines, facilitating routes across North Asia and hosting iconic aircraft like the Boeing 707 and the supersonic Concorde.
The site’s transition to military use began in 1967 with the construction of an Air Movement Centre. As civilian traffic shifted to the newly built Changi Airport, Paya Lebar was officially designated as a Republic of Singapore Air Force (RSAF) base in 1981. Today, it remains a strategic asset, housing squadrons of F-15SG Strike Eagles and C-130 Hercules aircraft. It also serves as a critical staging post for the United States Air Force and Navy, frequently hosting high-profile diplomatic arrivals, including multiple U.S. presidential visits.
The future of the base is set for a radical shift. Under the Urban Redevelopment Authority’s Master Plan, the facility is scheduled for decommissioning around 2030. Operations are currently being progressively relocated to expanded facilities at Changi and Tengah airbases. Once the site is vacated, the land will be redeveloped into a new town featuring housing, commercial spaces, and factories. Planners intend to preserve certain heritage elements, such as the original runway and terminal buildings, potentially integrating them into future parks and museums to honor the site's unique aviation history.
