In short: In 2022, Pushkar Singh Dhami faced a defining moment: losing his legislative seat in the general election. Yet, he managed a rare political feat, retaining the state's highest office and eventually reclaiming his seat through a landslide victory.

Pushkar Singh Dhami’s ascent to power is marked by both stability and sudden shifts in the Uttarakhand political landscape. Born on 16 September 1975 into a Kumaoni Rajput family, Dhami’s early life took him from Tundi village to Khatima. His professional background is rooted in law and management, having studied Human Resource Management and law at Lucknow University. Before leading the state, he built a foundation in student politics starting in 1990 with the BJP's student wing and later served as the state president of the Bharatiya Yuva Morcha until 2008.

His tenure as Chief Minister began on 4 July 2021, following the resignation of Tirath Singh Rawat during a period of political instability. At 45, Dhami became the youngest person to hold the post. His leadership has been characterized by significant policy shifts, such as his earlier efforts to ensure that 70% of industrial opportunities within the state were reserved for local residents.

The 2022 election cycle tested his political survival. Although he lost his Khatima constituency seat to the Congress candidate Bhuwan Chandra Kapri, the BJP MLAs re-elected him as Chief Minister on 21 March 2022. He eventually returned to the Legislative Assembly via a by-election in the Champawat constituency on 3 June 2022, where he secured a massive 93.5% of the votes after the incumbent, Kailash Chandra Gahtori, resigned. He remains the only Chief Minister in the state's history to secure a second consecutive term.
