In short: Born from dense forests and German engineering, Rourkela transformed into a vital industrial hub. Known as the Steel City, this Odisha metropolis balances heavy manufacturing with modern urban planning, serving as a unique intersection of global technical expertise, mineral wealth, and the displacement of local tribal communities.

Rourkela, located in the Sundargarh district of Odisha, occupies a landscape once defined by thick forests and the confluence of the Koel, Sankha, and Brahmani rivers. Its emergence as an industrial center began in the 1950s, driven by Prime Minister Jawaharlal Nehru’s vision for a modernized, industrialized India. With the support of Biju Pattanaik, the government selected Rourkela for its proximity to iron-ore-rich zones and critical railway lines, establishing the nation’s first public sector steel plant through a collaboration with German firms Krupp and Demag.

The construction of this facility required massive land acquisition, impacting 31 revenue villages and displacing approximately 13,000 people from 2,424 families. Further infrastructure projects, such as the Mandira Dam and the Bondamunda railway junction, led to additional displacement, affecting another 20,000 residents. While initial tensions were high, authorities eventually mitigated disputes by providing employment and housing in new settlements like Jalda and Jhirpani. During the late 1950s and early 1960s, the influx of German technical experts was so significant that Rourkela became the largest German colony outside of Germany, leaving a lasting cultural imprint through institutions like the Max Muller library.

Today, Rourkela is a Tier-2 city divided into two distinct administrative zones: the Steel Township, managed by the Steel Authority of India, and the Civil Township, governed by the Rourkela Municipal Corporation. The city’s identity remains deeply tied to its industrial roots, yet it has evolved to include IT infrastructure and a focus on smart city development. Despite its rapid growth and modernization, the city retains a connection to its past, with local folklore recounting tales of wildlife straying into the plant and the dangers of the nearby river whirlpools, reflecting the complex history of a city carved directly from the wilderness.
