Inside North Korea’s industrial Rust Belt and the mythic Paektu Mountain
In short: Bordering China and home to the sacred Paektu Mountain, Ryanggang Province is a land of profound contradictions. It is a region defined by both the mythic origins of a nation and the harsh economic realities of a failing industrial heartland.
Ryanggang Province, established in 1954 after being partitioned from South Hamgyŏng, serves as a critical frontier for North Korea. The province's geography is defined by its northern borders with China's Jilin province, where the Yalu and Tumen Rivers flow. Nestled between these rivers lies Paektu Mountain, a site of immense spiritual significance. Both Koreans and Manchurians revere the mountain as a mythic point of origin for their respective peoples. The North Korean state further elevates this geography by claiming Kim Jong-il was born there while his parents were stationed at a Communist anti-Japanese resistance camp.
Despite its symbolic importance, the province faces severe economic hardship. Along with North and South Hamgyong, Ryangggang forms the North Korean 'Rust Belt.' This area was once characterized by industrialized cities, but today its factories are described as decrepit and failing. The economic depression following the dissolution of the Soviet Union has hit this region particularly hard, and the provinces within this belt suffered some of the most acute hunger during the famine years of the 1990s.
The province's remote, mountainous terrain also creates a complex security landscape. A 32-kilometre stretch of the North Korean-Chinese border east of Paektu Mountain is noted for being dry and sparsely patrolled. This lack of oversight has made it a notable crossing point for refugees fleeing North Korea, though many individuals from Ryanggang still prefer the route across the Tumen River. The region's instability is punctuated by historical moments of high tension, such as the reported explosion and mushroom cloud detected in Kimhyŏngjik-gun on 9 September 2004.
Today, the province continues to struggle with systemic issues, including prevalent power supply shortages that affect daily life across its 2 cities and 10 counties.
