Why North Hamgyong Province shapes the global perception of North Korea
In short: As the northernmost province of North Korea, North Hamgyong is often viewed as the face of the nation. Yet, its status as a hub for defectors and a site of extreme hardship makes it an outlier. Understanding this region is essential to separating local reality from the broader national experience.
Established in 1896 following the partition of the original Hamgyong territory, North Hamgyong Province occupies a strategic and rugged corner of North Korea. It shares borders with China to the north, Ryanggang to the west, and South Hamgyong to the southwest, while its eastern edge meets the Sea of Japan. Administratively, the region is complex, comprising three cities and 12 counties, with further subdivisions into neighborhoods and rural villages.
The province holds a reputation for being particularly underdeveloped and neglected. It was the epicenter of the devastating famine during the 1990s, and reports indicate that food scarcity remains a persistent issue well into the 2020s. Because the Tumen River—which separates the province from China—is relatively shallow, it has become the primary route for those fleeing the country. Consequently, the majority of North Korean defectors residing in South Korea originate from this specific area.
This demographic reality creates a significant bias in how the outside world perceives North Korea. Analyst Fyodor Tertitskiy has noted that the grim conditions found here are frequently projected onto the entire country, despite the region not being representative of the nation as a whole. Beyond its geopolitical significance, the province is home to notable sites such as the Musudan-ri rocket facility and the Hoeryong concentration camp. Its cultural footprint has also grown, with fictional characters from media like the film Confidential Assignment and the series Squid Game often hailing from this region, further cementing its status as the primary lens through which the international community views North Korean life.
