In short: Beyond its identity as a manufacturing hub, St. Catharines served as a vital destination for African-American refugees fleeing slavery. In the mid-1850s, the town became a recognized place of refuge and rest, where the abolitionist Harriet Tubman lived and where 800 residents of African descent sought a new life.

St. Catharines was settled in the 1780s by Loyalists seeking land granted by the British Crown. While early history focuses on these settlers, the city's geography played a crucial role in its development as a hub of commerce. The construction of the first Welland Canal between 1824 and 1833 established the city as a primary industrial center for the Niagara Peninsula, facilitating the movement of goods and people. By the mid-1850s, the city's role shifted toward social justice. Land granted by William Hamilton Merritt in the early 1840s allowed for the establishment of the Salem Chapel. This site became a known destination for the Underground Railroad, providing a final stop for refugees escaping the United States.

The community was significant enough that approximately 800 people of African descent lived in the town of 6,000 during this period. The city's growth was further shaped by industrial shifts. Once dominated by heavy manufacturing and the employment of General Motors of Canada, Ltd., the economy has transitioned toward services and telecommunications. Today, it serves as an Urban Growth Centre, aiming for specific density targets by 2032, while maintaining its historical identity as 'The Garden City' due to its extensive parks and trails.
