In short: Cambodia's newest aviation hub is a marvel of modern engineering, designed to handle 50 million passengers annually. Yet, behind its eco-friendly facade and high-tech runways lies a complex story of shifted funding, international partnerships, and significant local displacement.

Techo International Airport officially replaced Phnom Penh International Airport as the nation's primary hub in September 2025. Spanning over 2,600 hectares across Kandal and Takeo provinces, it is a 4F class facility designed to accommodate massive aircraft like the Airbus A380. Overseas Cambodian Investment Corporation (OCIC) owns 90% of Cambodia Airport Investment Co., Ltd (CAIC), the firm leading this initiative. While initially seeking $1.1 billion in loans from China Development Bank, the funding shifted in 2021 after the bank withdrew. Instead, CAIC raised $300 million through airport bonds, with OCIC disclosing that $500 million of the budget originated entirely from Cambodia.

The airport's design by British firm Foster and Partners emphasizes sustainability through the 'GreenSky' project. This initiative incorporates vertical gardens, rooftop greenery, and native Cambodian flora to improve air quality. The terminal is intended to be almost entirely powered by an onsite solar farm, featuring rainwater harvesting and waste reduction measures. Architecturally, it utilizes a central head house with two aerofoil-shaped piers designed to optimize walking distances for passengers.

However, the construction has been marked by significant social friction. Reports indicate that approximately 2,000 households faced eviction, with over 400 families displaced in specific districts. Tensions peaked in 2023 when residents protested land filling; some farmers claimed they were offered as little as $1 per square meter for land they had farmed since 1979. While the government maintains these actions prevent future flooding and support infrastructure, the human cost of the transition from rice fields to a multi-billion dollar hub remains a point of contention.
