A global 'front-end search engine' for the world's internet data
In short: Imagine a system that allows an analyst to track an individual's digital fingerprint across the globe. XKeyscore is the NSA's classified tool for this, capable of monitoring emails, web traffic, and even laptop movements in real time. It turns the vast ocean of global internet data into a searchable map.
To examine and evaluate worldwide web information instantaneously, the United States National Security Agency (NSA) employs a secret data-gathering tool known as XKeyscore. While the NSA describes it as a tool for 'lawful foreign signals intelligence' to protect national interests, whistleblowers like Edward Snowden and Glenn Greenwald argue it enables almost unlimited surveillance. They claim low-level analysts can access emails, phone calls, and browsing histories without needing a court order or supervisor approval.
The system operates as a 'passive' program, meaning it listens to traffic without transmitting anything back into the networks it targets. However, it can trigger 'active' attacks through programs like the QUANTUM family. XKeyscore is powered by a massive infrastructure of over 700 servers across approximately 150 sites, including military bases in Australia and New Zealand, as well as US embassies and consulates worldwide. It ingests data from diverse sources, including satellite intercepts (FORNSAT), clandestine operations (F6), and cooperation with telecommunication providers (SSO).
Due to the massive scale of information, the platform retains content for a period of three to five days, whereas metadata persists for a maximum of thirty days. To manage this, XKeyscore uses 'soft selectors'—keywords in emails or chat messages in languages like English, Arabic, and Chinese—to find intelligence that would otherwise be lost. It can even detect 'anomalies,' such as identifying a German speaker in Pakistan, or tracking the use of encryption in specific countries like Iran.
