Russia ranks among the world's top three systems for higher education
In short: Despite being ranked 34th globally in mathematics and science skills by some measures, Russia maintains a massive higher-education infrastructure. With over 1,200 universities and high tertiary attainment rates, the country presents a complex paradox of elite academic positioning versus specific skill-based challenges.
Russia's educational landscape is defined by significant scale and high attainment. By 2016 OECD estimates, 54% of Russian adults aged 25 to 64 had attained tertiary education, making the country the second-highest in this category among 35 OECD member nations. This high level of completion is particularly notable among women; for instance, the highest rates of tertiary education (24.7%) were recorded among women aged 35 to 39.
However, the quality and focus of this education vary depending on the metric used. In 2014, Russia was rated as the 8th-best in Europe for overall education, but its students' mathematics and science skills were ranked only 34th in the world by the OECD in 2015. Conversely, a 2016 Bloomberg rating placed Russian higher education as the third-best in the world, focusing on the percentage of high-school graduates attending college and the proportion of science and engineering graduates within the labor force.
The system is currently undergoing structural shifts to meet modern demands. The government aims to increase international student enrollment to at least 500,000 by 2030, with over 619,000 state-funded places available in 2025. While the state provides free secondary and first tertiary education (with many students still paying full fees), it faces logistical hurdles like kindergarten shortages in major cities, where waiting lists can reach 15,000 children in Moscow.
