Sultan Yaqub and the land reforms that shook the foundations of the Aq Qoyunlu
In short: Sultan Yaqub ruled the Aq Qoyunlu dynasty from 1478 to 1490, maintaining stable borders while fostering a vibrant culture of poetry and science. Yet, his ambitious attempt to centralize power through radical land reform triggered intense opposition from religious scholars and ultimately set the stage for his confederation's eventual decline.
Sultan Yaqub ascended to the throne on 15 June 1478 after defeating his brother, Khalil Mirza Beg, in a civil war. His reign was marked by a commitment to consolidating the realm, a task he pursued by strengthening state institutions and land management. Central to this effort was a significant land reform orchestrated by his tutor and wakil, Qazi Isa Savaji. This policy aimed to replace the traditional soyurghal system—a form of land grant that rendered owners tax-exempt and autonomous—with a more centralized administrative structure.
The reforms faced fierce resistance from the religious establishment, particularly in Fars. Historian Fazlallah Khunji Isfahani and the qadi Jalal al-Din Davani were vocal critics, arguing that the changes disrupted the livelihoods of religious scholars. While some modern analysis suggests that Isfahani’s account may be biased due to the impact on his own relatives, the opposition was significant enough to create lasting political friction. Following Yaqub’s death on 24 December 1490, the land reforms were promptly cancelled, signaling a retreat from his centralization efforts.
Yaqub’s legacy is also defined by his efforts to project legitimacy by connecting his rule to historical precedents. He famously restored Ilkhanate-era sites, such as the palace of Ujan, and encouraged court historiography that likened his hunting practices to those of the Sasanian monarch Bahram V. Despite his efforts to stabilize the state, his death—which some scholars suspect was caused by poisoning—led to the installation of his eight-year-old son, Baysunghur. This transition marked the beginning of the end for the Aq Qoyunlu, as internal power struggles began to erode the confederation's strength.
