The diplomat facing execution threats while monitoring Iran's nuclear program
In short: Rafael Grossi is the first Latin American to lead the International Atomic Energy Agency. While navigating the high-stakes diplomacy of nuclear non-proliferation, he has faced personal threats of execution from Iranian leadership, requiring round-the-clock protection from elite special services units.
Grossi's career is defined by a transition from Argentine diplomacy to the highest levels of international nuclear oversight. After graduating from the Pontifical Catholic University of Argentina in 1983 and earning a Ph.D. from the University of Geneva in 1997, he spent years in roles involving disarmament and nuclear policy. Notably, from 2002 to 2007, he served as chief of staff to Mohamed ElBaradei at the IAEA and the Organisation for the Prohibition of Chemical Weapons, where he visited North Korean nuclear facilities and participated in negotiations with Iran.
His leadership of the IAEA began in December 2019 after a narrow victory in the Board of Governors. Since then, his role has shifted from technical oversight to high-pressure crisis management. During 2022, he guided a group of IAEA observers toward the Zaporizhzhia Nuclear Power Plant within Ukraine's Russian-held territory. More recently, he has been the primary figure monitoring Iran's nuclear activities amidst escalating military tensions. Despite facing intense political pressure and threats from Iranian officials—including calls for his arrest—Grossi has maintained a stance of impartial monitoring, supported by the European Union.
The stakes of his position were underscored in March 2026, when he reported a projectile strike on the Bushehr Nuclear Power Plant during U.S.-Israeli strikes. While he confirmed that war cannot entirely dismantle Iran's nuclear program even if facilities are damaged, he continues to warn of the risks of nuclear accidents. His career trajectory now points toward even larger global leadership, as he has confirmed his interest in seeking the United Nations Secretary-General position in 2026.
