In short: Rafael began as a government laboratory dedicated to pure science and weapons development. Today, it is a multi-billion dollar enterprise producing some of the world's most recognizable defense technologies—from the Iron Dome to medical devices—while navigating a complex transition toward partial privatization.

Founded in 1948 as the Science Corps (HEMED), Rafael was initially an arm of the Israeli Ministry of Defense. In 1952, David Ben-Gurion split its activities: pure scientific research remained with HEMED, while weapons development moved to a new agency called EMET. By 1954, EMET was renamed RAFAEL (Armament Development Authority) before being reorganized as Rafael in 1958. This lineage highlights the company's origin as a state-led initiative for national security.

The 1990s marked a period of financial struggle, with the organization operating at a loss peaking in 1995 at $120 million on a turnover of $460 million. This prompted a major restructuring to operate as a profit center. In 2002, Rafael was formally incorporated as a limited company (though remaining government-owned), maintaining its technological edge by investing about 10% of turnover into R&D. By 2016, the company reported annual net profits of roughly $130 million and an order backlog exceeding ILS 21 billion.

Rafael's reach extends beyond munitions to civilian technology through its Rafael Development Corporation (RDC), a joint venture established in 1993. This branch commercialized defense-derived tech into medical devices, such as micro pump insulin delivery systems sold for $160 million, and semiconductor equipment. Currently, the company faces a unique challenge: balancing its status as a strategic state asset with a planned partial privatization starting in early 2026. The government aims to float a 25% to 30% minority stake while retaining control to protect classified technologies like the Iron Dome.
