In short: Originally a Soviet project from the late 1950s, the Romeo-class submarine was quickly eclipsed by nuclear technology. Yet, through extensive Chinese manufacturing and iterative upgrades, this diesel-electric vessel found a second life. From North Korean tactical modifications to Egyptian fleet modernizations, it remains a persistent, if aging, maritime presence.

The Romeo-class, formally known as Project 633, emerged from the Lazurit Central Design Bureau in Gorky. It was a direct descendant of the Soviet Navy's post-war Whiskey and Zulu classes, which were themselves derived from German Kriegsmarine Type XXI technology. Although the Soviet Union initially planned to build 56 of these vessels, the rapid shift toward nuclear-powered submarines meant only 20 were completed between 1957 and 1961.

The design's true longevity was secured through a 1950 bilateral agreement between the Soviet Union and China, which provided the technical documentation for local production. China eventually built 84 of these boats, designated as Type 033. Early domestic efforts were hampered by the Sino-Soviet split, forcing engineers to develop indigenous components, such as batteries with superior performance. Later, the Chinese variants underwent significant environmental refits after initial models proved ill-suited for tropical and subtropical climates.

Over decades, the platform evolved through various iterations. The ES5A variant replaced Soviet-era sensors with domestic systems, while the Type 033G introduced automated torpedo fire control. The most dramatic improvements focused on acoustic signature reduction; the ES5B export package achieved a 20 dB noise reduction compared to the original 160 dB Soviet baseline. Today, while largely obsolete, the class persists in limited capacities, ranging from museum ships in Bulgaria and China to North Korea's 2023 unveiling of a modified tactical nuclear variant.
