The Byzantine general who built a frontier of stone and survived a mutiny
In short: In the 6th century, the Roman reconquest of Africa rested on the shoulders of Solomon. A veteran commander and administrator, he transformed a volatile frontier into a fortified landscape, only to face a rebellion sparked by the very soldiers who had married into the fallen Vandal nobility.
Born in Mesopotamia around 480/490, Solomon rose through the ranks of the East Roman military, serving as the chief-of-staff to the legendary Belisarius by 527. During the Vandalic War of 533–534, he played a key role in the campaign that reclaimed North Africa for Emperor Justinian I. Following the fall of Carthage, Solomon was appointed magister militum of Africa, a position he eventually combined with the civil role of praetorian prefect.
His tenure was defined by a massive, expensive fortification programme. To secure the borders against Berber tribes, Solomon oversaw the construction of large rectangular fortresses at Tebessa, Thelepte, and Ammaedara—a project estimated to have required over one million laboring days. He also overhauled urban infrastructure, including aqueducts, sewers, and harbors, creating a landscape of walled towns and manor houses designed to withstand the instability of the frontier.
However, his authority was nearly undone by internal strife. In the spring of 536, his army mutinied because soldiers demanded the return of lands confiscated from their Vandal wives. While Solomon survived this revolt and later achieved a period of prosperity through further victories over Berber leaders like Iaudas, the peace was fragile. The arrival of the Plague of Justinian in 542/3 and renewed Berber hostilities eventually led to his death at the Battle of Cillium in 544, where a fractured Byzantine army collapsed under pressure.
