Chip Roy and the art of the legislative roadblock in Washington
In short: Chip Roy has built a career on challenging the status quo from within. From ghostwriting for Rick Perry to serving as Ted Cruz's chief of staff, Roy has consistently utilized procedural maneuvers and aggressive rhetoric to disrupt established legislative norms, often finding himself at odds with both Democratic and Republican leadership.
Born in 1972 and raised in Virginia, Chip Roy’s political trajectory was heavily influenced by his conservative upbringing. After graduating from the University of Texas School of Law, he moved through various roles in Texas state government and federal offices, including serving as a staff director for Senator John Cornyn. His commitment to public service was solidified by the September 11 attacks, which he described as a defining moment in his life. Roy later gained significant attention as a ghostwriter for Rick Perry’s 2010 book, Fed Up!, where he helped frame arguments against federal overreach, including criticisms of the Social Security system and federal income tax.
Roy’s reputation as a legislative disruptor grew during his time as chief of staff for Ted Cruz. He was a key architect of the 2013 strategy to defund Obamacare, which led to a federal government shutdown. Throughout this period, Roy famously clashed with fellow Republicans, labeling those who sought compromise as part of a surrender caucus. His approach often involved using social media to challenge party leadership and public figures like John McCain, maintaining that fighting for conservative principles was more important than maintaining institutional harmony.
Since his election to the U.S. House of Representatives in 2018, Roy has continued to employ these tactics. In 2019, he singlehandedly blocked a $19 billion disaster relief bill by refusing to grant unanimous consent, despite the bill having broad bipartisan support and backing from Texas senators. His tenure has been marked by a consistent effort to thin out federal agencies and push back against what he terms the deep state. Whether opposing bipartisan visa legislation or criticizing his own party's leadership for fiscal incompetence, Roy remains a polarizing figure dedicated to challenging the inner workings of Washington.
