Can a spy thriller expansion save a broken game from its own digital ghosts?
In short: Phantom Liberty is a high-stakes expansion for Cyberpunk 2077 that transforms the mercenary experience into a gritty espionage drama. Tasked with rescuing the leader of the New United States after a crash in the lawless Dogtown district, players navigate a web of betrayal, rogue artificial intelligences, and impossible moral choices.
Developed by CD Projekt Red, this 2023 expansion serves as the sole major addition to the base game. It introduces Dogtown, a walled-off, oppressive district controlled by the Barghest militia leader Kurt Hansen. The narrative shifts the focus from corporate greed to the machinations of state intelligence agencies, featuring Idris Elba as the sleeper agent Solomon Reed. The story explores the dark consequences of probing the Blackwall, a digital barrier protecting humanity from hostile rogue AIs.
Mechanically, the expansion adds a specialized Relic skill tree, vehicular combat, and a level cap increase to 60. These features arrived alongside the 2.0 update, which overhauled the game's existing perk systems. The expansion’s branching narrative forces players to choose between loyalty to the NUSA government and the survival of Songbird, a netrunner whose mind is being corrupted by entities from beyond the Blackwall. These decisions can lead to a new ending for the base game, where the protagonist V is cured of their condition at the cost of their combat abilities and their connection to the engram of Johnny Silverhand.
The project was inspired by the spy thriller genre and was critical in rehabilitating the reputation of the original 2020 release. With development costs exceeding $60 million, the expansion was a commercial success, selling over 10 million copies by May 2025. Critics praised the expansion for its tense atmosphere and the depth of its character-driven storytelling, marking a significant milestone in the game's three-year redemption arc.
