The prestigious football honor that funds a million-dollar scholarship legacy
In short: While the Fred Biletnikoff Award celebrates the best receiver in college football, its true impact lies far beyond the gridiron. This annual distinction, established in 1994, fuels a massive charitable mission providing life-changing scholarships to high school students in North Florida.
Each year, the Tallahassee Quarterback Club Foundation, Inc. bestows the Fred Biletnikoff Award. This independent non-profit entity is known as (TQCF). Although any NCAA Division I FBS player receiving a forward pass qualifies, the trophy has effectively recognised the premier wide receiver annually since its start. The award is named in honor of Fred Biletnikoff, a standout player who competed for Florida State before his professional career with the Montreal Alouettes and the Oakland Raiders. The namesake of the honor, Biletnikoff, left a lasting mark on the sport through his collegiate and professional exploits.
The selection process is a massive undertaking involving a national committee of more than 600 professionals, including broadcasters, journalists, commentators, and former players. To maintain impartiality, no member of the foundation's board of trustees is permitted to vote. The most recent recipient of this distinction was Makai Lemon from the University of Southern California, recognized in 2025. The voting body is composed of a diverse group of experts, ranging from sports commentators to veteran players. This large-scale democratic approach ensures the winner truly represents the pinnacle of the position.
Beyond the prestige of the trophy, the TQCF operates with a profound philanthropic purpose. The foundation provides scholarships to North Florida high school seniors who have demonstrated the ability to reach high levels of achievement despite facing significant personal challenges. Through 2024, the foundation had awarded 320 scholarships, with total benefits exceeding 5 million dollars. In December 2022, chairman and founding trustee Walter Manley II alongside former chairman Mark Ryan set a goal of $10 million in total scholarships by 2030. This ambitious $10 million target was publicly announced by Walter Manley II and Mark Ryan. Such a milestone would represent a massive leap in the foundation's historical contributions.
