How a university degree requirement launched a political dynasty's most prominent female leader
In short: Hina Rabbani Khar entered politics in 2002 only because a new law barred her father and other relatives from running without a university degree. She stepped into the vacuum, eventually becoming Pakistan's first female foreign minister, before later stepping aside to allow her father to reclaim the family seat.
Born in 1977 into a powerful feudal family in Punjab, Khar was educated at the Lahore University of Management Sciences and the University of Massachusetts Amherst. Her political career began unexpectedly during the 2002 general elections. When a mandate requiring parliamentary candidates to hold a university degree disqualified her father, Ghulam Noor Rabbani Khar, and other seasoned family members, she campaigned on their behalf. Despite not featuring her own image on campaign posters, she secured the seat, marking the start of a career that would see her hold multiple ministerial roles.
Khar served as the Minister of State for Economic Affairs starting in 2003, where she managed international relief efforts following the 2005 earthquake. By 2009, she had become the first woman to present a national budget in the Pakistani parliament. Her most significant appointment came in July 2011, when she became the country's first female and youngest Foreign Minister. Her tenure was marked by intense diplomatic challenges, including navigating strained relations with the United States following the death of Osama bin Laden and the NATO strike that killed 24 Pakistani troops, as well as managing complex peace talks with India.
Her career has been a focal point for debates regarding dynastic politics in Pakistan. Critics have pointed to her family's long-standing influence and the circumstances of her initial election as evidence of entrenched power structures. These concerns were further highlighted when she later stepped down to allow her father to return to office once the educational requirements were lifted. Despite these controversies, Khar has remained a significant public figure, continuing to advocate for foreign policy shifts and serving in various government roles, including a return as Minister of State for Foreign Affairs in 2022.
