How a single rule violation changed the trajectory of the NFL forever
In short: The 1989 NFL draft produced a legendary group of Hall of Famers, but it also featured a massive regulatory loophole. Following a major NCAA scandal at Oklahoma State, a superstar was allowed to bypass eligibility rules, fundamentally changing how the league handles elite college talent entering the professional ranks.
The 198 and 1989 NFL Draft, held on April 23–24 at the Marriott Marquis in New York City, is remembered as one of the most impactful talent pools in league history. Induction into the Pro Football Hall of Fame was later achieved by four of the initial five picks, including cornerback Deion Sanders, linebacker Derrick Thomas, running back Barry Sanders, and quarterback Troy Aikman. The only outlier in that top five was tackle Tony Mandarich, whose career is widely regarded as a draft bust.
The draft was defined by a significant regulatory shift involving Barry Sanders. At the time, NFL rules prohibited collegiate juniors from declaring for the draft. However, following a January 1989 ruling that placed Oklahoma State on five years of probation due to major NCAA violations, the Heisman Trophy winner was permitted to enter the league early. Sanders was selected third overall by the Detroit Lions, and his successful early entry set a new precedent. By the following draft, the rule disallowing juniors was lifted, establishing the modern expectation that elite college players declare after their junior season.
The event also marked a shift in the draft's culture and logistics. When the first overall pick, Troy Aikman, arrived at the draft room with his agent Leigh Steinberg, he found himself the only player invited to the actual room. This moment prompted a change in league practice, as more players began receiving formal invitations to the draft room in subsequent years. The draft period concluded with a supplemental draft held on July 7, 1989.
