In short: The 2021 NCAA Division I FBS season wasn't just a series of games; it was a laboratory for structural change. From mid-season rule pivots to seismic conference realignments, the season fundamentally altered how the sport is governed, played, and monetized.

The 2021 season saw a rapid evolution of the rulebook. On March 12, the NCAA Football Rules Committee proposed changes that were ratified by April 22. These included a permanent extension of the team area from the 25-yard line to the 20-yard line—a move that had been a temporary COVID-19 measure in 2020. The season also introduced a new overtime framework: teams scoring a touchdown must attempt a two-point conversion starting in the second overtime period, with alternating attempts beginning in the third. This was first tested on September 18 in a Utah vs. San Diego State game, which ended in a 33–31 victory for the latter after three overtimes.

The season was also defined by reactive officiating. Following quarterback Kenny Pickett's fake slide during the 2021 ACC Championship Game, the NCAA immediately changed the 'QB Slide Rule' interpretation. Officials were now required to blow the play dead as soon as a quarterback 'gives himself up' on a fake slide. Other 'Points of Emphasis' were established to curb specific behaviors, including penalties for taunting, automatic unsportsmanlike conduct for coaches leaving the team area to argue with officials, and stricter enforcement of uniform rules regarding jersey and pant length.

Beyond the field, 2021 was a year of massive geopolitical shifts in college athletics. The Supreme Court's ruling in NCAA v. Alston on July 21 stripped the NCAA of authority to limit education-related non-cash compensation. Simultaneously, the 'Big 12' and 'SEC' landscapes were reshaped as Oklahoma and Texas officially accepted invitations to join the SEC in 2025. The season also saw the 'one-time transfer exception' expanded to all D-I sports on April 15, allowing athletes in football, basketball, baseball, and ice hockey to transfer without sitting out a year.
