How King Zog I Attempted to Modernize Albania Before the Italian Invasion
In short: Between 1928 and 1939, Albania transitioned from a republic to a kingdom under Zog I. While he pursued ambitious legal reforms and infrastructure projects, his rule remained an absolute monarchy defined by authoritarian control, deep financial dependence on Italy, and a constant struggle to maintain sovereignty against fascist encroachment.
The Albanian Kingdom was born in 1928 when President Ahmet Bej Zogu dissolved parliament to declare himself King of the Albanians. Despite the facade of a constitutional monarchy, Zog retained absolute power, suppressing civil liberties and maintaining his grip through the disarmament of rival tribes. His reign was a paradox: he sought to modernize a nation that lacked basic infrastructure, a banking system, and a university, while simultaneously navigating a precarious reliance on Italian financial and military support.
Economic survival proved difficult. Albania faced a severe crisis between 1929 and 1934, exacerbated by a major drought in 1931 that forced a 33 percent increase in grain imports. As the state budget struggled, Zog resisted Italian demands for total control over his country's monopolies and military, even dismissing Italian advisers in 1933. However, the pressure from Rome was relentless. By 1936, the government was forced to accept new loans and allow Italian settlers into the civil service to keep the administration afloat.
Despite these pressures, the kingdom achieved significant physical development. Using sixty million gold francs borrowed from Italy, the state constructed 850 kilometers of main roads and thousands of bridges, while also establishing the national radio station, Radio Tirana, in 1938. Yet, these efforts were cut short on April 7, 1939, when Italy invaded. Zog fled into exile, and the kingdom was replaced by an Italian protectorate, eventually leading to the rise of a communist regime after World War II.
