In short: In 2012, Playground Games pivoted from a dormant franchise reboot to create something entirely new. By trading sterile racing tracks for a sun-drenched, open-world festival inspired by Colorado, they transformed a serious simulator into a high-octane, arcade-style celebration of car culture.

The origins of Forza Horizon lie in an ambitious attempt to revive the 'much-loved' Project Gotham Racing. However, the developers at Playground Games—a team composed of veterans from titles like Burnout and Colin McRae Rally—reworked the pitch into a spin-off of the existing Forza Motorsport series. This shift moved the focus from professional track racing to the fictitious Horizon Festival, a street racing event set on temporarily closed public roads.

To achieve authentic depth, the developers conducted extensive research, visiting nearly 30 real-world locations. They ultimately chose Colorado, USA, as their canvas, capturing over 50,000 still photographs to build a digital landscape featuring everything from snow-covered mountains to areas inspired by Red Rocks Park. The gameplay design even drew inspiration from real music festivals like Coachella, with creative consultants like Rob da Bank helping to design the festival's atmosphere and radio stations.

The game introduced a unique 'popularity' mechanic, where players earn fame through aggressive driving, such as drifting or jumping obstacles. While the series eventually became a massive success, it also saw significant industry shifts. By July 2022, the original Forza Motorsport studio, Turn 10, began reorganizing into a support studio for the Horizon series. This evolution marked a transition where the Horizon franchise effectively became the flagship of the Forza brand, even as older titles faced delisting and the shutdown of online servers in August 2023.
