From corporate retail giant to unseating a sitting governor
In short: Helena Foulkes spent decades navigating the upper echelons of American commerce, overseeing thousands of stores and billion-dollar acquisitions. Yet, her most significant power shift occurred not in a boardroom, but in the halls of state government, where she became the first person to unseat an incumbent governor since 2014.
Born into a prominent political lineage in Rhode Island, Helena Foulkes was the maternal granddaughter of Connecticut Senator Thomas J. Dodd—a prosecutor during the Nuremberg Trials—and the niece of former Senator Chris Dodd. This background provided a foundation of high-level influence that she would later translate into corporate leadership. After graduating magna cum laude from Harvard College in 1986, she built a career at CVS Pharmacy, eventually becoming the chief marketing officer and overseeing more than 9,600 retail stores and 18 distribution centers by 2015.
Foulkes was instrumental in pivoting CVS toward a healthcare-centric model. She spearheaded the decision to stop selling tobacco products to reposition the brand and managed the $1.9 billion acquisition of Target's prescription-filling business, which secured CVS as the largest pharmacy operator in the United States. Her corporate trajectory continued when she became CEO of Hudson's Bay Company (the owner of Saks Fifth Avenue) in 2018, where she navigated a period of declining industry sales before the company went private in 2020.
Her transition to politics was marked by persistence. In 2022, she narrowly lost the Democratic primary for Rhode Island governor to incumbent Dan McKee by fewer than 3,900 votes. However, her political trajectory shifted dramatically in late 2025. Running again in the 2026 election, she defeated McKee in a landslide victory, winning every municipality in the state. Her win marked a historic milestone as the first time an elected incumbent governor had been unseated since 2014, blending her corporate experience with deep-rooted political heritage.
