The Austrian president who won an election for the non-voters
In short: In 2010, Heinz Fischer secured a second six-year term as President of Austria with nearly 79% of the vote. However, the victory was shadowed by a record-low turnout of just 53.6%, leading critics to describe the landslide as an absolute majority for those who stayed home.
Heinz Fischer, an agnostic social democrat, has occupied a central role in Austrian politics for decades. Born in Graz in 1938—a city that had recently been annexed by Nazi Germany—Fischer grew up in Vienna and eventually transitioned from a legal scholar to a high-ranking statesman. After earning his doctorate in law in 1961, he entered parliament in 1971 and served as the minister for science from 1983 to 1987 under Fred Sinowatz.
Fischer's ascent to the presidency began in January 2004 when he announced his candidacy to succeed Thomas Klestil. He won the election on 25 April 2004, defeating Benita Ferrero-Waldner with 52.4% of the vote. Upon being sworn in on 8 July 2004, he suspended his membership in the Social Democratic Party (SPÖ) to fulfill his role as head of state.
His second term, beginning in 2010, highlighted a shifting political landscape. While Fischer won with almost 79% of the vote, the low voter turnout was attributed to several factors: pollsters had predicted a safe victory, and the conservative ÖVP had declined to nominate a candidate. This lack of competition led some ÖVP members to suggest casting blank votes, a tactic that 7% of voters actually employed. In addition to his political work, Fischer has served as a University of Innsbruck Political Science professor since 1994 and established the Ban Ki-Moon Centre for Global Citizens in 2017 to promote Sustainable Development Goals.
