In short: In June 1667, a massive Dutch fleet bypassed heavy chains and coastal defenses to strike deep into English waters. This audacious raid did more than destroy ships; it exposed a kingdom paralyzed by plague, fire, and bankruptcy, leaving the English monarchy facing a sudden, terrifying vulnerability.

During the Second Anglo-Dutch War, the Dutch Republic sought a decisive victory to secure favorable peace terms. Under the leadership of Grand Pensionary Johan de Witt, the Dutch orchestrated a bold plan executed by Admiral Michle Adriaanszoon de Ruyter. The fleet, comprising 64 ships of the line, roughly 30 smaller vessels, and 17,500 sailors, sailed to the mouth of the Thames. Guided by two defected English pilots—a dissenter named Robert Holland and a smuggler—the Dutch navigated the treacherous shoals to strike the Royal Dockyards at the River Medway.

The English defense was in a state of collapse. King Charles II’s treasury was depleted by the Great Plague and the Great Fire of London, leaving no funds to pay sailors or dockworkers. When the Dutch arrived between June 12 and 14, 1667, they easily breached a chain stretched across the navigable channel. English shore batteries were largely unmanned and lacked gunpowder. While the Dutch did lose one fireship to shore resistance, the damage to the English fleet was catastrophic. The Dutch captured the flagship, HMS Royal Charles, and burned or seized numerous other vessels.

The psychological impact was profound. The diarist Samuel Pepys feared the fall of the monarchy, while the poet Andrew Marvell lamented the sight of unpaid, unmotivated seamen. Though the raid led to a quick end to the war, it served as a catalyst for the English to rebuild the Royal Navy into a global powerhouse. The captured Royal Charles remains a symbol of this era, with its stern still preserved in the Rijksmuseum in Amsterdam.
