The first mayor of color and openly gay leader in San Diego
In short: Todd Gloria's path to the mayor's office was paved by a unique blend of military lineage, mentorship, and legislative persistence. From a high school leadership program to becoming a historic first for a city of over a million people, his rise reflects a modern shift in American civic leadership.
Born in 1978 to a family with deep military ties, Todd Gloria's political trajectory began with a focus on civic education. In 1993, he entered the Aaron Price Fellows Program, a leadership initiative directed by U.S. Congresswoman Susan Davis. Davis became his primary mentor, guiding him through roles as a community representative and district director before he entered elected office in 2008. This foundation of mentorship and community service eventually led him to the San Diego City Council, where he served as president from 2012 to 2014.
Gloria’s tenure as council president was marked by a pivotal moment in 2013. Following the resignation of Mayor Bob Filner, Gloria served as interim mayor. During this period, he gained significant community trust by drafting a revolutionary climate action plan and proposing creative resolutions to homelessness. His success in this role propelled him to the California State Assembly in 2016, where he rose to the position of Majority Whip. In the Assembly, he championed legislation on gun violence, global warming, and housing, establishing a legislative track record that defined his executive platform.
In 2020, Gloria made history by becoming the first Native American, first Filipino-American, and first openly gay mayor of San Diego. His administration has focused on large-scale infrastructure and housing reforms, including a 'Ready to Rebuild' budget and initiatives to nearly double housing permits in 2023. However, his tenure faces complex challenges; while he has prioritized a 'person-centered' approach to homelessness with investments in the Homelessness Strategies and Solutions department, the city has simultaneously seen record increases in unsheltered populations and homeless deaths.
