How a struggling marine park transformed into a world-class entertainment and conservation hub
In short: Opened in 1977, Hong Kong’s Ocean Park once faced near-total collapse under the shadow of Disney. Yet, through a massive, high-stakes redevelopment and a pivot toward immersive, nature-focused attractions, it reinvented itself as a global leader, proving that even a legacy park can survive by embracing its own unique identity.
Conceived in 1959 as a marine life center, Ocean Park was initially funded by the Hong Kong Jockey Club and opened in 1977. Its early years were marred by significant operational challenges, including disease outbreaks that killed dozens of marine mammals. A 1994 report later identified these failures as a result of poor husbandry and inadequate water filtration systems, noting that the park struggled to adapt species to the local climate.
By 2005, the park faced an existential threat from the arrival of Hong Kong Disneyland. Under the leadership of chairman Allan Zeman, the park launched a HK$5.55 billion redevelopment plan. This strategy shifted the focus toward a world-class, marine-themed experience, doubling the number of attractions and introducing zones like the Grand Aquarium and Polar Adventure. The transformation was so effective that Zeman was dubbed the city's 'Mouse Killer' for maintaining the park's relevance despite the competition.
The park’s financial journey has been a rollercoaster, marked by record surpluses in 2013 and a subsequent crisis during the COVID-19 pandemic. In response, the park opened Water World in 2021, an all-season facility, and has continued to evolve its offerings. Today, Ocean Park operates as a not-for-profit, statutory body, balancing its role as an entertainment destination with its stated mission of conservation advocacy and education, even as it navigates the complexities of modern tourism.
