A hung parliament leaves France facing its most indecisive legislative battle in decades
In short: The 2022 French legislative elections shattered long-standing political norms. For the first time since 1997, the sitting president lacked an absolute majority in Parliament. This unexpected deadlock transformed the National Assembly into a fractured landscape, forcing a minority government to navigate a highly divided political arena.
The elections, held on 12 and 19 June 2022, followed Emmanuel Macron's reelection in April. While Macron's Ensemble coalition remained the largest group with 245 seats, it fell 44 seats short of an absolute majority. This outcome created the first hung parliament in France since 1988 and resulted in the nation's first minority government since 1993.
The political landscape was split into four primary blocs. The centrist Ensemble coalition faced a unified left-wing alliance known as the New Ecological and Social People's Union (NUPES), which brought together parties like La France Insoumise and the Socialist Party. On the right, the Union of the Right and Centre (UDC) and the far-right National Rally (RN) competed for influence.
The results were marked by significant volatility and low engagement, with first-round turnout hitting a record low of 47.5%. Several factors contributed to the president's loss of a working majority, including the chaos of the 2022 UEFA Champions League final at the Stade de France and the loss of three key ministers and three parliamentary allies in their own constituencies.
This shift toward a minority government, led by Prime Minister Élisabeth Borne, introduced potential for political instability. Although Borne offered her resignation on 21 June 2022, Macron declined, and she eventually presented a policy plan to the Parliament on 6 July to attempt to govern despite the lack of a clear majority.
