Once a thriving coal powerhouse, Hegang now faces a quiet, post-industrial transformation.
In short: Hegang, a remote city in China’s Heilongjiang province, was built on the promise of coal. For decades, its mines fueled industrial growth across the nation. Today, as the industry declines, the city is grappling with a shrinking population and a struggling real estate market, forcing a difficult, necessary fiscal restructuring.
Located in the Lesser Khingan Range, Hegang was largely uninhabited until the late 1890s. The discovery of coal in 1914 transformed the region, leading to the establishment of the Xinghua Mines in 1916. By the late 1950s, coal mining was the backbone of the local economy, employing over 80 percent of the working population. This resource-heavy focus proved vital during the Chinese Civil War, where the city served as a key supplier of materials for the Communist Force.
The city’s reliance on coal eventually became its greatest vulnerability. By 2021, the mining industry was in clear decline, contributing to a significant economic downturn. Between 2013 and 2020, the population dropped by approximately 17 percent. This exodus left the local real estate market in a state of collapse, with some rental properties costing little more than the price of heating and management fees. In response to shrinking revenues, the local government initiated a fiscal restructuring plan and a hiring freeze in 2021.
Despite these challenges, Hegang is attempting to diversify. While coal mining remains prominent—hosting 39 mines with an annual capacity of 18 million tons as of July 2024—the city also produces graphite, silica, and clay. Agriculture, including rice and livestock, remains a secondary pillar. The city’s future remains uncertain, but its transition from a singular industrial hub to a more varied, albeit smaller, economy marks a pivotal chapter in the history of China’s northern industrial heartland.
