In short: Jiaozuo, a prefecture-level city in Henan province, was once defined by a century of intensive coal extraction. When those resources were exhausted in the 2000s, the city faced an existential economic crisis. Its subsequent transformation from a mining hub into a diversified industrial center offers a compelling case study in urban adaptation.

Located on the northern bank of the Yellow River and shielded by the Taihang Mountains, Jiaozuo has a history of human settlement dating back over 8,000 years. Throughout the centuries, the region shifted through various administrative configurations, from the ancient states of the Zhou dynasty to the Huaiqing Prefecture of the Qing era. It was not until 1945 that the modern city was established, eventually evolving into a core node of the Central Plains urban agglomeration.

For decades, Jiaozuo was synonymous with coal. Until the early 1990s, coal-related industries generated more than 90% of the city's industrial added value. This reliance supported a massive thermal power station and significant production of synthetic rubber, soda ash, and automotive tires. However, the depletion of coal deposits in the 2000s forced a radical change in strategy. The city began a deliberate process of economic restructuring, moving away from extractive sectors toward modern manufacturing.

Since 2008, Jiaozuo has successfully shifted its industrial focus. By increasing the share of manufacturing in its economic output while drastically reducing its dependence on mining, the city has managed to stabilize its growth. Today, the prefecture governs four districts, two county-level cities, and four counties, housing a population estimated at over 3.5 million as of 2018. This transition highlights how a resource-dependent city can navigate the end of its primary industry to build a more sustainable, diversified future.
