In short: Lubusz Voivodeship is a unique administrative anomaly in Poland. Created in 1999, it lacks a single capital, instead forcing two historically competitive cities, Gorzów Wielkopolski and Zielona Góra, to share governing power. This uneasy compromise was born from mass protests and a deep-seated rivalry that defines the region's character.

The formation of Lubusz Voivodeship was far from straightforward. During the 1998 administrative reforms, the government initially proposed dissolving the region entirely, splitting its territory between neighboring provinces. This sparked widespread public outcry, as citizens feared losing their regional identity and administrative status. The resulting compromise, which established the current voivodeship, required the two largest cities to share power: Gorzów Wielkopolski hosts the governor, while Zielona Góra houses the regional assembly and marshal.

This arrangement was designed to mitigate decades of animosity. The rivalry is rooted in a 1950 decision that favored Zielona Góra as a capital, which many in Gorzów perceived as a deliberate slight by the communist government. Tensions were further inflamed by the 1992 relocation of the Roman Catholic Diocese seat to Zielona Góra and the intense, almost sacred competition between the cities' respective motorcycle speedway clubs. Even today, the two cities remain locked in a constant, often obscure struggle for prestige and the location of public institutions.

Beyond its administrative quirks, the region is defined by a landscape where forests cover 48% of the land. It is a territory with a complex history, having been part of various Polish duchies, the Kingdom of Bohemia, and Prussia before returning to Poland after World War II. Today, it is a hub for traditional industries, including winemaking in the south and honey production in the north, while also hosting unique landmarks like the world's oldest river icebreaker, the Kuna, and one of the world's tallest statues of Christ in Świebodzin.
