In short: The Olympic Council of Asia manages 45 National Olympic Committees, but its membership map defies simple geography. From the exclusion of Israel to the inclusion of Kazakhstan, the organization navigates a unique intersection of regional politics, historical legacy, and the evolving definition of what constitutes an Asian sporting nation.

Established in New Delhi on 16 November 1982, the Olympic Council of Asia (OCA) serves as the continental governing body for sport, operating under the umbrella of the International Olympic Committee. Its origins trace back to the Asian Games Federation, which was formed in 1949 following a decision by Asian National Olympic Committees during the 1948 Summer Olympics. Since 1951, the OCA has overseen the quadrennial Asian Games, its flagship multi-sport event.

The council's membership is notably distinct from strict geographical definitions. While it includes the transcontinental nation of Kazakhstan, it excludes several countries located wholly or mostly in Asia, such as Russia, Turkey, Georgia, Azerbaijan, Armenia, and Cyprus. These South Caucasian nations moved to the European Olympic Committees after the Soviet Union dissolved. Israel, once a member of the Asian Games Federation, was excluded from the OCA upon its 1981 re-incorporation, citing security concerns following the Munich Massacre; it has been a member of the European Olympic Committees since 1994.

Governance within the OCA has faced recent scrutiny. In July 2023, the election of Talal Fahad Al-Ahmad Al-Sabah was rejected by the International Olympic Committee, which prompted an investigation. Randhir Singh, who served as Acting President, was subsequently elected as the organization's president in July 2024 as the sole candidate. Beyond political administration, the OCA actively shapes the sporting landscape by providing recognition to various federations, overseeing 90 sports as of January 2024, and integrating modern developments like eSports into the Olympic spirit through initiatives like the Road to Asian Games campaign.
