How the Philippines consolidated its national data into one central statistical authority
In short: Before 2013, Philippine government statistics were scattered across multiple independent agencies. Today, the Philippine Statistics Authority serves as the singular hub for economic, social, and demographic data. By merging four major bureaus, the government aimed to streamline civil registration and improve the accuracy of national planning and decision-making.
The Philippine Statistics Authority (PSA) was established through the Philippine Statistical Act of 2013. This legislation mandated a major reorganization of the national statistical system by consolidating four primary agencies: the National Statistics Office, the National Statistical Coordination Board, the Bureau of Agricultural Statistics, and the Bureau of Labor and Employment Statistics. By uniting these entities, the government sought to eliminate fragmented data collection and create a more cohesive framework for producing official statistics.
The PSA operates under the oversight of the PSA Board, the highest policy-making body for statistical matters in the country. The agency is led by a National Statistician, who also serves as the Civil Registrar General. This dual role reflects the PSA's broad mandate, which includes not only the production of economic and social data but also the administration of the Civil Registry Law. This involves maintaining records of births, deaths, and marriages, a responsibility that dates back to legislation from 1931.
Beyond traditional data collection, the PSA has taken on modern administrative roles, such as implementing the Philippine Identification System (PhilSys). Launched in 2018, this platform provides a centralized identity verification system for citizens and resident aliens, utilizing biometrics like iris scans and fingerprints. Furthermore, the PSA leads the Community-Based Monitoring System, which synchronizes data collection at the local government level every three years. These initiatives are designed to improve service delivery, reduce corruption, and strengthen financial inclusion across the nation.
