Saudi Arabia maintains a complex, multi-layered military structure designed for both defense and internal stability.
In short: Saudi Arabia’s military is not a single entity but a collection of independent branches reporting to different ministries. From the Royal Guard protecting the House of Saud to the secretive Strategic Missile Force, this fragmented structure reflects a long history of balancing regional security threats against domestic political stability.
The institutional roots of the Saudi military trace back to the 1940s, though early efforts to build a professional force with British and American assistance faced significant setbacks. By the late 1950s, the monarchy’s expansion of its armed forces stalled, driven by the rational fear that a large, powerful military could pose a greater threat to the ruling dynasty than external enemies. This caution was reinforced by the sight of post-colonial Arab armies in Egypt and Iraq overthrowing their own monarchs in 1952 and 1958.
For decades, the Saudi military remained relatively contained, even as the region experienced frequent conflict. This changed in the 2010s, when Crown Prince Mohammed bin Salman spearheaded an unprecedented expansion. This shift was a response to immediate threats like Yemeni rebel incursions and the rise of ISIS, alongside long-term strategic concerns regarding Iran and the shifting role of the United States in the Middle East. By 2013, defense spending had reached approximately US$67 billion, placing the Kingdom among the world's top five military spenders.
The structure remains uniquely decentralized. The Ministry of Defense oversees the Army, Navy, Air Force, and Air Defense Forces, while the Saudi Arabian National Guard operates independently as a front-line force with historical ties to the Ikhwan. Other specialized bodies, such as the Presidency of State Security and the Royal Guard, report directly to the King. This separation serves as a strategic counterbalance within the royal family, ensuring that no single faction controls the entirety of the Kingdom's armed power. Today, the military is one of the most densely armed in the world, relying on high-technology equipment primarily supplied by the United States, France, and Britain.
