In short: What began as a 1983 vision for the Cotton Belt Rail Line finally entered service in 2025. Spanning 26 miles across three Texas counties, this hybrid rail service aims to bypass highway congestion, connecting suburban commuters to DFW International Airport through a complex history of funding shifts and design changes.

The Silver Line, operated by Dallas Area Rapid Transit (DART), is a 26-mile hybrid rail service traversing Tarrant, Dallas, and Collin counties. The project's origins trace back to the St. Louis Southwestern Railway, known as the Cotton Belt, which previously owned the right-of-way. DART acquired this corridor in 1990 to preserve it for future transit use, though freight service had already ceased on the tracks.

The project's timeline was marked by significant shifts. While DART initially aimed for a 2022 completion in 2016, the opening date moved through several iterations, eventually launching on October 25, 2025. Financial hurdles played a major role; in 2010, DART scrapped much of its 2030 Transit System Plan due to revenue drops, and a 2013 attempt to use private funding failed when the Texas Legislature did not enact necessary legislation.

To manage the $1.1 billion cost, DART secured a $908 million federal loan for Railroad Rehabilitation and Improvement Financing in late 2018. The line's design was also modified in 2019 to include a second track along the entire length, a $109 million addition intended to reduce wait times and accommodate freight. Such modifications are expected to push the design-build agreement to its $923 million ceiling.

Operationally, the line is unique because it shares tracks with freight railroads, including BNSF and CPKC. Consequently, Silver Line trains require both an engineer and a conductor, unlike DART's light rail services. To maintain efficiency, staff are cross-trained to perform both roles. The fleet consists of Stadler FLIRT diesel multiple units, which feature a modular 'PowerPack' to reduce interior noise.
