In short: In Sweden, the first line of defense doesn't live in barracks, but in the neighborhoods they call home. As a vital part of the Swedish Army, these part-time soldiers use local intimacy to detect, delay, and harass intruders before specialized forces even arrive.

Formally established on May 29, 1940, during the Second World War, the Swedish Home Guard (Hemvärnet) was born from a popular demand for national security. While its origins lie in small, localized groups of eight to fifteen men—often former professionals equipped with rifles and machine guns—it has evolved into a massive pillar of territorial defense. Today, the force comprises roughly half of the Swedish Army, representing a total strength of 40,000 present and veteran soldiers.

The modern strength of the Home Guard is approximately 22,000 personnel, organized into 40 light infantry battalions. A critical distinction within the force is the role of Rapid Response units. As of 2014, 17,000 of these soldiers were part of these specialized units, which are designed to respond within hours rather than days. These units are essential because highly specialized Swedish Defense units may take several days to mobilize during a surprise attack.

The doctrine of the Home Guard relies on the synergy between 'static' and 'dynamic' defense. While static defense involves pre-positioned assets like coastal missile batteries, the Home Guard provides a dynamic layer. Because operators are stationed near their homes, they possess an innate understanding of the local landscape. This allows them to act as a spearhead, using intelligence from dogs, alarm systems, and terrain knowledge to identify unusual activity. Their mission ranges from providing societal support during peacetime—such as assisting in forest fires or flood relief—to engaging in asymmetric warfare and protecting key infrastructure from sabotage during conflict.
