The American village where one woman holds every single municipal office
In short: In the remote plains of Nebraska, the village of Monowi functions as a fully incorporated municipality with a total population of one. Elsie Eiler serves as the town's mayor, clerk, and treasurer, while maintaining a tavern and a library for the rare travelers who pass through this quiet corner.
Monowi was established in 1902, spurred by the arrival of the Mason, Elkhorn and Missouri Valley Railroad. At its height during the 1930s, the village supported about 150 residents. Like many Great Plains settlements, it gradually hollowed out as younger generations migrated toward urban centers in search of employment. By the 2000 census, only two residents remained: Elsie Eiler and her husband, Rudy. Following Rudy's death in 2004, Elsie became the sole inhabitant of the 0.21-square-mile village.
Despite being the only person in town, Eiler maintains the legal structure of the village. She issues herself a liquor license to operate the Monowi Tavern and submits an annual municipal road plan to ensure the state continues to fund the village's four streetlights. She also manages Rudy's Library, a collection of roughly 5,000 books dedicated to her late husband. The village has gained international attention, appearing in commercials and serving as the backdrop for a massive advertising project in 2018.
Census data regarding Monowi has occasionally caused confusion. While the 2020 census suggested a population of two, the Census Bureau clarified this was an artifact of differential privacy—a technique that adds noise to data to protect respondent anonymity. Eiler confirmed she remains the only resident. Though Monowi is the smallest incorporated village in the country, it is not entirely unique; other places like Ruso, North Dakota, have also recorded a population of one. Monowi remains a singular example of a functioning government sustained by a single individual.
