From UN aid worker to kingmaker, how Prashant Kishor reshaped Indian political campaigning
In short: Before he became a prominent political strategist and founder of the Jan Suraaj Party, Prashant Kishor spent eight years working in public health for the United Nations. His transition from humanitarian aid to the center of Indian electoral politics began after a paper he authored caught the attention of Narendra Modi.
Born in 1977 in Bihar, Kishor initially pursued a career in healthcare management, earning a master's degree from the Administrative Staff College of India. His pivot to politics was unconventional; while working as a UN aid mission head in Chad, he drafted a report on Indian economic prosperity and malnutrition. This document reached then-Gujarat Chief Minister Narendra Modi, leading to a meeting that launched Kishor's career as a strategist. By 2011, he was working pro bono for the BJP, helping orchestrate high-profile campaigns that utilized 3D rallies, social media, and the Chai Pe Charcha discussion format.
Kishor’s reputation as a kingmaker grew as he successfully advised various political parties, including the JD(U), INC, AAP, YSRCP, DMK, and TMC. He is credited with helping secure victories for six chief ministers within a six-year span. His only major electoral failure occurred during the 2017 Uttar Pradesh Legislative Assembly election, where the Congress party, under his guidance, secured only seven seats against the BJP's landslide victory. Despite this, his influence remained significant, with his firm, I-PAC, playing a central role in subsequent state election victories across India.
In 2021, Kishor announced his retirement from election strategy, shifting his focus toward grassroots engagement in his home state. He launched the Jan Suraaj campaign, which included a 3,000 km Padyatra across Bihar to connect directly with voters. This culminated in the formation of the Jan Suraaj Party in 2024. Although the party failed to win seats in the 2025 Bihar Legislative Assembly election, Kishor achieved a personal milestone in 2026 by winning a by-election for the Bankipur assembly constituency. He took his oath as a Member of the Bihar Legislative Assembly in August 2026, marking his transition from the architect of other candidates' victories to an elected representative himself.
