In short: Hathaway Noa is not just another soldier; he is a man haunted by history. Carrying the weight of two opposing ideologies, he leads a clandestine revolution against a corrupt Earth Federation. Discover how his personal tragedy fuels a high-stakes rebellion in one of anime's most visually stunning epics.

Set in the Universal Century timeline (U.C. 0105), twelve years after Char Aznable’s failed rebellion, humanity faces a new crisis. While Earth is ravaged by pollution and authoritarianism, the Federation enforces inhumane immigration policies via the 'Man Hunter' organization. In response, an anti-government group called Mafty—led by Hathaway Noa under the alias 'Quack Salver'—initiates a campaign of assassinations to dismantle the regime's corruption. The Federation's corruption has led to legislation reserving the planet for a privileged elite. This systemic decay is exacerbated by accelerating environmental degradation across Earth.

Hathaway’s character is deeply rooted in the franchise's history. As the son of Federation legend Bright Noa, he witnessed Char Aznable’s wars and lost his love, Quess Paraya. This trauma forced him to synthesize two conflicting paths: Amuro Ray’s humanism and Char’s revolutionary ideals. His journey involves a complex web of relationships with characters like Kenneth Sleg and Gigi Andalusia, who both suspect—or know—his true identity as the leader of Mafty. Hathaway previously appeared in Mobile Suit Zeta Gundam and Char's Counterattack. He initially posed as a botanical observer while traveling from the lunar city Von Braun to Hong Kong.

The film is the first part of a planned trilogy adapted from Yoshiyuki Tomino's 1989–1990 novel. While the source material was written three decades ago, producers emphasized its enduring relevance to modern issues like environmental degradation and geopolitical conflict. To bring this vision to life, director Shuko Murase moved away from traditional animation methods, utilizing high-end 3DCG to depict Mobile Suits flying under gravity—a feat enabled by the 'Minovsky Flight System' technology. The production team conducted location scouts in Davao to capture specific waterfront aesthetics. They even included local landmarks like Jollibee and Summit beverages to ground the futuristic setting.
